We have not tested it ourselves: strengths and weaknesses below come from the tests cited.
Ugears presents the V-Express as an open-design model whose moving parts are meant to be seen: gears and a flywheel, a working cylinder-piston arrangement, a firebox with doors that open and close, a coupling mechanism, and a coal car with a closable hatch and raisable sides. The maker calls the cylinder-piston arrangement a near-exact miniature copy of one of the main mechanical blocks of a real locomotive. The page does not name a prototype locomotive, so this is a mechanical model of a steam locomotive and tender rather than a scale replica of one particular engine. The reverse setting adds a further mechanical detail: Ugears says the locomotive can roll backward and automatically couple with its coal tender.
The V-Express is a model kit, not trackside equipment. Ugears lists dimensions of 56 x 12 x 12 cm and includes 2.45 meters (96.5 inches) of wooden track. According to the maker, one full winding of the rubber band motor gives enough energy to travel up to four meters (13 feet) along the track. A small lever on the side of the locomotive body selects forward, reverse or idle, and in idle the mechanism can be watched without the train taking off. The page lists the drive type as rubber and does not mention batteries. Assembly uses laser-pre-cut wooden parts with no glue and no special tools, and the page lists step-by-step instructions in 11 languages. The FAQ page of the same site, a neighbouring page, advises pressing parts out from the side with the thicker cut lines, sanding burrs, and waxing gears and moving parts, and says Ugears kits include sandpaper and punch pieces. It also says the finished models can be painted or stained, in thin layers because some paints swell the wood.

An adult who enjoys assembling mechanical models and wants a wooden steam locomotive with a visible mechanism, as a gift or for their own shelf. The 14+ grade and the Advanced level point to a patient builder rather than a young child. Ugears' FAQ says children can build some of the easier models on their own, or more complex ones with an adult's help, but the V-Express page itself grades this kit 14+, so a parent buying for a younger child should read that grade before ordering.
Ugears Mini Locomotive (70228) is a smaller rubber band-powered locomotive with tender from the same maker. Its page lists 172 parts, Easy level, 14+ and 25 x 6 x 6.5 cm, and says it can travel over 2 m on a single winding, so it suits a buyer who wants the same kind of kit with a much shorter build.
