We have not tested it ourselves: strengths and weaknesses below come from the tests cited.
The set is a yard switcher's outfit. Bachmann lists a USRA 0-6-0 steam locomotive and tender with a 40-foot box car, a 40-foot quad hopper and a 36-foot wide-vision caboose. It runs on Bachmann's exclusive E-Z Track snap-fit track and roadbed system. Bachmann introduces the set with the line that when there is freight to be moved, there is nothing like the raw power of a steam locomotive to get the job done. Its page for the separate-sale N scale USRA 0-6-0 describes the type as one of a selection of locomotives designed by the United States Railroad Administration during the brief period in World War 1 when the US rail network was nationalized. It calls it a light switcher that saw widespread success in light freight and yard duties, and says many railroads ran these workhorses for several decades once the system was returned to the original operators.
The maker lists a 24-inch circle of nickel silver E-Z Track made of 11 curved pieces and 1 curved plug-in terminal rerailer, a power pack and speed controller, and an illustrated instruction manual. The finished circle measures 24 by 24 inches and 1.4 inches high. The scale is N, 1:160. The set is equipped with a US-style 110 volt power supply, and the maker notes that additional adapters or converters may be required for other countries. Bachmann lists a shipping weight of 3 pounds and a retail package of 14 by 3 by 9.2 inches. Its Getting Started page says that its N, HO, On30 and Williams O scale trains are designed for indoor use only, and that its standard-line models are designed for ages 14 and up but may be used by younger children under direct adult supervision, all containing small parts that can be choking hazards. It adds that E-Z Track conforms to National Model Railroad Association standards and is compatible with most trains of the same scale from any maker, and that its N scale E-Z Mate couplers will couple with knuckle couplers from most other makers of North American models.

It suits an adult or teenager starting in N scale who wants a small steam switcher set and has room for a 24-inch circle, as the maker lists it for ages 14 and up. Buyers in countries without a US-style 110 volt supply should check the maker's adapter note first.
Bachmann Super Chief (24021), a diesel set in the same N scale category on the maker's site, is the closest alternative. Bachmann Rail Chief 00706 is already in this catalogue as an HO scale alternative.
