It looks from a downtown rooftop across a street of brick buildings to the riverfront park with its amphitheatre, with the cable-stayed Clark Bridge and the river in the distance and a weather panel in the top right corner.

Between the buildings and the park, a railway runs through the middle of the frame; a train of covered hoppers was passing when this picture was reviewed. It is a general-interest city camera, not a railfan camera, so the railway is one element of the view rather than its subject. The city also runs a separate marina camera that shows no railway.
