This camera is run by an individual railfan from a home overlooking the JR Chuo Line between Toyoda and Hino Stations in western Tokyo, under the channel name Tetsudo Douga ch (railway video channel).

The operator states plainly that the camera is switched off nightly, from roughly 2 a.m. to 4 a.m. Japan Standard Time, to protect the equipment, and that the feed carries no audio because it broadcasts from a private residence. The operator also warns that night views are dim, relying on ambient lighting alone.

The view covers the Chuo Line's double-track main line between the two stations, with commuter trains passing through the frame against the catenary and trackside greenery.
