This PTZ camera is owned and operated by the Oklahoma Model Railroad Association (OMRA), a 501(c)3 nonprofit at 4300 N Sewell Ave, Oklahoma City, with a 6,000-square-foot HO-scale layout open free to the public on weekends.

The camera looks over BNSF's Red Rock Subdivision -- part of the former Santa Fe mainline between Chicago/Kansas City and Fort Worth/Houston -- at milepost 380.7, known as "Nowers." In the operator's own words: "The camera currently averages 20-25 trains a day (including but not limited to: manifest, intermodal, vehicle, local, unit and grain trains). ... Nowers is a crew change point, so most trains will stop here for a crew change."

Amtrak's Heartland Flyer terminates three miles south of the camera and, per the operator, does not pass it -- this is a freight-only vantage point despite sitting on a former passenger mainline.
